Question [irene2]: I am a visiting scholar sponsored by Chinese government. I got an invitation letter with signature from a professor in U.S., but he hasn't sent me DS-2019. What should I do next? Can I visa only with the invitation letter? Thanks
Answer [桑德拉?拉巴奇]: What a great opportunity! As a visiting scholar you must have the proper documentation to present at your interview. Please follow up with the professor, he or she will need to initiate the necessary documentation from that end.

Q [ronniewhite]: I received from U.S. General Consulate in Milan (Italy) a B1/B2 visa which was just expired in 2006-11 (3 months ago). However, I will visit U.S. again in this May as I have a presentation at an international conference. Shall I apply the same B1/2 visa and submit my application through China CITIC Bank? Or, I have to come to your Beijing Embassy for an interview? Thanks a lot!

美國簽證官： I hope you have an opportunity to study abroad. I am unfamiliar with France’s study abroad visa requirements. However, in order to get a student visa for the U.S., one has to do the following things:
1) be accepted by a school in the U.S. and receive an I-20 from that school,
2) Make a visa appointment and come in prepared to show your I-20, explain your study abroad plans, substantiate strong ties to China, and demonstrate ability to pay for the U.S. education. Having prior travel is always a fact the officer will consider during the interview, however the decision on whether or not you qualify for a visa depends on the above mentioned criteria. I wish you luck with your endeavor!
回答：希望您能得到海外留學(xué)的機會。我對法國留學(xué)簽證的要求不太了解。但要得到美國的學(xué)生簽證，您必須做到以下幾點：
1）被美國學(xué)校接收并被簽發(fā)I-20表；

美國簽證官： P3 visa applicants are also subject to the 214B provision of US immigration law. This provision provides the law regarding what standard officers must use in determining who is qualified for a visa. All applicants must show that they have
1) strong ties to the country from where they are applying for a visa AND
2) that their trip to the U.S. is for a legitimate purpose and temporary in nature. The burden is on the applicant to substantiate this criterion. While adjudicating officers consider prior travel, having prior travel is not a requirement to receiving a visa. There are many first time applicants who have no prior international travel who successfully substantiate a temporary legitimate purpose of travel and sufficiently strong ties to their country.

美國簽證官： A tourist visa is valid for as long as noted on the visa itself. The validation range for Chinese Applicants can be up to one year.

Q [cc]: I am an artist, I went to New York to hold my exhibition in June 2006, then I return back, the visa's term of validity is one year. Now I want to go there again to deal with other things in America. Unfortunately my passport was got wet, the photo on the visa was blurred. I want to know how should I do? Do I need reapply? Or if I apply again, could I apply for B2 (last year's visa was B1) who will help me to do this? Thank you.
美國簽證官： Having a visa with a picture that does not clearly identify you could lead to problems at the port of entry. I would advise you to make another visa appointment and come in to get a new visa. The visa officer may be curious why you are coming back so soon, but if you explain your story, it should not be a problem. If you think your picture still clearly identifies you, you could try to present it at the port of entry. I, however, would err on the side of caution and apply for a new one.

Q [aggies]: I am going back to China next month and getting married. My wife will apply for F2 vias in May. What is the most important issue for F2 application? She is going to apply for the visa right after our wedding (actually twenty days later). Does it matter much? Thanks much for your response.
美國簽證官： Congratulations on your upcoming wedding. In addition to showing your visa, financial viability, I-20, marriage license, and current student status, the important thing for your spouse to do is come in prepared to show details of your relationship. Pictures from when you met, throughout the time of your courtship up through your marriage. Additionally, she should be prepared to demonstrate how you have maintained your long distance relationship, such as phone bills, phone records, and any other proof of communication. If you need to renew your visa, it would be great for you to apply together. Good luck.

Q [waiting]: Dear Madam, My wife and I got married last year in China. She is a U.S citizen. I have been in U.S.A. three times and returned China in time; twice before marriage, holding “B1” visa and “J1” visa separately, and the last one in January this year, holding “B1/B2” visa with public affairs passport. Although currently I do not plan to immigrant to USA because of taking care of our parents, I do hope to visit my wife with personal passport during my long visiting-relative vacation every year. But many people told me that I would have less chance of getting visa. Is it true? How should I do to be trusted?
美國簽證官： An important element of receiving a U.S. visa is establishing strong ties to China. Being married to a U.S. citizen who lives in the U.S. is a strong tie to the U.S. Yet being married to a U.S. citizen who lives with you in China, is a strong tie to China. There are many Chinese citizens who live in China and have long distance relationships, they generally establish other substantial ties to China, such as job ties, parental ties, etc. Being married to an American citizen doesn’t make it harder to get a visa but you still must establish your ties to China. Your prior history of appropriate and legal travel is also helpful.

回答：得到美國短期簽證的一個首要條件是證明自己在中國有牢固的約束力。跟美國公民結(jié)婚并且配偶常年在美國居住將使申請人的約束力轉(zhuǎn)移到美國。如果申請人雖然跟美國公民結(jié)婚，但其配偶隨其在中國長住，那么申請人的約束力還在中國。很多在中國長住的中國公民跟外國人結(jié)婚了。他們通常證明自己在中國有其它方面的約束力，如工作，父母等。和美國公民結(jié)婚不會增加您獲得短期簽證的難度，但前提是您必須能夠證明您在中國擁有牢固的約束力。您以前曾多次訪問美國并按期返回中國將對您的申請有幫助。
